Are framesets still evil if it's possible to: - bookmark and print specific pages of a frameset; - have the URL of any specific page of a frameset on the screen; - have the subitems of a menu (of any layer, for that matter) ACROSS the frames of a frameset (not just on top of the main frame)?
I'm not sure. Anyhow, the things mentioned above are not impossible, as shown by: http://www.let.rug.nl/~molendyk/twinhelix_cascade_across_frames.
Note that the technique applied there can also be applied to the Freestyle Menu (not at all designed for framesets), see, for instance: http://www.molendijk.tk.

Yes, because it's more trouble than it's worth :P. Especially considering PDAs, screen readers, etc. etc. etc.

As for the trouble: no; once you know how to do it, it's easy.
A couple of small advantages of what's shown at the link given in my earlier post ('cascade_across_frames'): - you can have external files in the main frame (like the Google site) and still have a menu that functions properly (Item 1_4_4); - there is no flicker at page transition, even if the menu is very heavy; - you don't have to repeat the same thing (the include) at every single page.
But I agree that those advantages are not enormous.
